In July, the Department for Social Justice of the Catholic Bishops’ Conference of England and Wales published Render unto Caesar. This was a major publication on taxation and Catholic social teaching, with contributions by experts in the field.

This online event is being held at an important time in the Government’s fiscal timetable, with the next Budget statement due to be give the following week.

The event will be chaired by Bishop Richard Moth and will bring together three of the document’s authors: Prof. Anna Rowlands, Ruth Kelly and Prof. Philip Booth.

They will each present their thoughts on taxation and Catholic social teaching, and will then take questions from the audience.

Anna Rowlands is the holder of the St Hilda Chair in Catholic Social Thought and Practice at the University of Durham. She is a political theologian who works at the interface of political and social theory and Christian theology. Anna recently had a two-year secondment to the General Secretariat of the Synod and to the Dicastery for Integral Human Development at the Vatican. She is author of “Towards a Politics of Communion: Catholic Social Teaching in Dark Times” which won the 2023 Expanded Reason prize.

Ruth Kelly graduated in PPE from the University of Oxford and in Economics from the LSE. She is a former Economic Secretary to the Treasury and Financial Secretary to the Treasury. She also served in various cabinet positions in the Labour government between 2004 and 2008. Ruth previously worked for the Bank of England and for the Guardian. She is a member of the board of the Vatican Council for the Economy and Chair of Water UK. She is also a Vice President of the Catholic Union.

Philip Booth is Director of Policy and Research at the Catholic Bishops’ Conference of England and Wales. He is also Professor of Catholic Social Thought and Public Policy at St. Mary’s University and Senior Research Fellow at the Centre for Enterprise, Markets and Ethics. He is the author and editor of a number of publications, including “Catholic Social Thought, the Market and Public Policy”, and he curates catholicsocialthought.org.uk. Philip is a Fellow of the Institute of Actuaries and has a PhD in finance from Bayes Business School.

Render Unto Caesar

As far as the Church is concerned, decisions on taxation and government spending need to be driven by human dignity and serving the common good. To address this, the Department for Social Justice of the Catholic Bishops’ Conference of England and Wales has published a document on taxation called Render Unto Caesar.
